Is there a link you could please direct me to, explaining how these are accurately tabulated?

A:
English and Maths results are rated with 5 grades nationally while the State Overall score is based on the average of all the subject scores in a state. There may be such situations that some schools have more "stars" allocated but with a lower score compared to other school with less "stars". This is because their subject scores might fall in grade cut-off boundaries. One school could have an extra star and the other could have one less. In this instance, State Overall should give the whole picture. Since some parents want better accuracy than 5 grades, Better Education sets the default scale for State Overall to 60-100.
